Such establishments may set policy, create laws, adjudicate civil and criminal legal cases, provide for public safety and for national defense.

Establishments for the administration and regulation of government programs are included in this industry, while the actual operation of that program may be classified in a separate industry. For example, the governmental administrative authority for an airport is in the Public Administration industry, whereas the airport itself would be included in the Transportation and Warehousing industry.
